Abia State has emerged as Nigeria’s number one state in capital expenditure per capita, according to the 2025 State Performance Index released by Phillips Consulting — a data-driven national assessment covering all 36 states and the FCT.

The landmark report, which evaluates critical governance and development indicators, underscores the remarkable transformation in Abia under Governor Alex Chioma Otti in just two years. While the comprehensive study covered several aspects of state performance, five key takeaways stand out, revealing why many are describing Abia as “Nigeria’s rising star.”

  1. Abia Leads in Capital Spending for Citizens

The report shows Abia ranks Number 1 in capital expenditure per capita, meaning the Otti administration spends more on social and economic infrastructure per citizen than any other state in Nigeria. From roads to schools, and from healthcare projects to market upgrades, the focus has been on tangible development.

“This is not politics — it’s data. Abia is setting the pace in real investment in the people,” the report indicates.

  1. Second in Quality Roads and Support for Local Businesses

Abia also ranks 2nd nationwide for road quality and local business support, beating states with bigger federal allocations and higher internally generated revenue (IGR). This performance highlights Governor Otti’s focus on job creation through infrastructure and small-business empowerment.

  1. Strong Security Ranking

On security of lives and property, Abia ranks 9th nationally. This is the result of the Governor’s proactive security measures, making the state increasingly unsafe for criminals — from petty thieves to organised gangs.

  1. High Public Awareness of Government Policy

The state is ranked 4th in awareness of government policy, despite running a modest communication budget. This is attributed to a focus on community feedback systems rather than wasteful spending on excessive media advertising.

  1. Room for Growth in Revenue, Healthcare & Local Governance Awareness

While the report acknowledges room for improvement in IGR, healthcare, and local governance awareness, it notes that Abia’s IGR has already doubled since pre-2023 figures, with further exponential growth expected as business-friendly reforms take root.

Governor Otti’s administration is being credited with quiet but revolutionary governance — avoiding flashy political drama and focusing on visible, measurable results.

“Congratulations ndi Abia — the journey to the top is well underway,” the report concludes.
